meerkathalon This layer is simply just not where the (measurable) latency comes from.
One could argue that R-PHY can never be lower in latency at this bottom layer, because you introduce an ethernet/ip network between the CMTS and the node.
It goes something like this:
Non-DAA:
Forward: CMTS/PHY spits out RF > RF is converted to light > long fiber > node converts light back to RF
Return: The node digitizes the RF > long fiber > signal is converted back to RF > RF hits the CMTS/PHY
R-PHY:
Forward: The CMTS sends ethernet/ip traffic > switch > long fiber > DAA switch > more fiber > PHY spits out RF
Return: The same, just reversed.
There may be any number of switches and routers between the CMTS and the PHY. There may be an internet between (not currently at Comcast).
