Way back when dslreports.com was still a thing, there was a discussion in the Verizon forums that you could tell where Verizon was going to build FIOS by “using the tariff checker.” This was a document that listed the status of what services Verizon made available to each wire center.

Here is the tariff document for NY:
https://www.tariffs.net/tariffs/100875/tempPART%20H-%20SERVING%20WIRE%20CENTER%20INFORMATION-%20NYVICA0%20Section%201-%20GENERAL%20REGULATIONS%20%28Posted%202025-12-17%29.pdf

The document listed each wire center and had three columns. This is the way it was explained to me at DSLR:
1) Can conduct circuit moves - Means no work being done on wire center.
2) Existing customers cannot make moves/changes to their service - This meant that the CO had a copper retirement notice.
3) Services will be withdrawn on a location by location basis - This means that FIOS construction is going to start or is ongoing within that CO.

For the longest time, there were a bunch of COs across NY in the middle column (Cannot make moves/changes), included three in WNY.

Anyways, for the longest time (dating back to at least Feb 22, 2023) I have been tracking where all of the WNY COs were. Most of them were listed as “Services will be withdrawn,” which means that FIOS was available or was under construction.

The only three WNY COs that were in the “Cannot make moves/changes” column were Cheektowaga, Lancaster, and Tonawanda.

As of this December 17, 2025, that has officially changed. Those three COs are now listed in the “Services will be withdrawn” column.

I wonder if they are finally going to “step on the gas” and start building. I noticed Verizon appointed a new fiber exec:

And according to Verizon’s Q3 results meeting, they were going to announce their updated fiber build plan sometime in January.

Hopefully this is good news!
