Ahh but that’s a different activity now isn’t it? It’s not the actual action of the buying or the selling of the contraband you’re worried about - it’s “Did Steve steal the cash from the corner store in a hold-up?” right? That is the crime we count as a crime. If Steve got the cash pawning his old collection of pocketwatches from the 1930s or from the cash he earned digging a ditch, you’re not concerned right? We concentrate on the actual crimes - the robbing of the corner store, the holding up of the bank, etc. Back in the 70s and 80s everyone and their cousin in hollywood was snorting cocaine, but they were all using their “legally gotten cash” to procure their illicit goods. It wasn’t until the so called “War on drugs” that all of a sudden people started to care. When it comes to crime statistics and what makes a city less desirable lets stick to the actual crimes that make it undesirable.
If 25% of the city is half comatose in their beds from heroin and fentanyl but aren’t robbing anyone, stealing anything, or otherwise breaking any criminal laws, would you ever even notice? I don’t think I would… If the drugs/narcotics/etc are causing a problem, those problems will be seen in the other stats, again making the possession, buying, and selling themselves irrelevant.
