The most common way to manage that is to give them a large signing bonus that is slowly paid back off over a length of work - often3, 5, or even 10 years (think something like a $100,000 signing bonus that gets “paid off” by your staying employed at $10,000 year over 10 years, and if they leave before that they have to pay back what is still outstanding. Most people will stay the full length of that, after all who wants to pay back money they’ve long since spent. This sweetens the pot to get them to move in, but isn’t really a large expenditure overall. Similar programs have been used to get doctors to move to small communities, etc.
