Network Damage should be eligible for credit. Fiber cut, etc. Wonder if “Unanticipated Network Repairs” are. But the modem doesn’t always lose 100% sync during these, so it’s not technically an “outage”. Just degraded performance typically. If a large amount of ingress starts blowing up the plant causing speed and packet loss issues, then that to me would be an “Unanticipated Network Repair”. Or water getting into an amp and messing with the signal. If the node fuse pops or the power supply dies, then that would be “Network Damage”.
Also, how many people actually request a credit? Typically, if your service was down for only a few hours out of a full 730 hour month, the credit is so small, so many customers won’t bother requesting one.
