urbanriot I would see it much more likely/common where you’ve got the posties putting things into CMBs… they get a bag per CMB from the sorting center of sorted mail - and they have to go through the bag, identify each piece and put it into the right customer slot. At my “CMB stand” there are 3 modules, each with 16 boxes, for 48 total houses/addresses, representing 6 unique postal codes. All of the mail comes in two bags - one for addressed/letter mail and small parcels, and another one for bulk ad-mail that goes in all the boxes. I’ve watched the postie grab them out of the back of the truck and put them on a little hand cart, roll it over to the stand, and then work through it, pulling each piece of letter mail from the sorted bag and then find the right slot to stick it in. Over and over. With probably on average 100-200 pieces of mail for the 48 slots. Then they take the ad mail and just shove one in every box from each bundle of things. I could VERY much see a semi-disgruntled postie taking that bag of “sorted” lettermail and just putting them in however. It would take a LOT less time to put 100 pieces of lettermail in 48 boxes if you’re not checking which box you’re putting it in relatively carefully. I think my postie does about 20 CMBs - I see them at one far corner of the neighbourhood starting around 8:30-9a, and finishing in the opposite far corner around 2:30. They usually hit my box between 1-1:15. I would say they spend 15 minutes roughly sorting and filling at each CMB. If that was reduced to 10 minutes by “I don’t care” that would save them 2 hours on their route and they would be able to go sit at timmies and drink coffee and chat with their fellow scofflaws.
Would likely be much less likely in a door to door area, as much more of the posties time is spent getting where they are going than sorting, they’ll have the next mail ready for the next address pretty much by the time they have walked their butt to the next mail slot (or driven if it is rural mailboxes) - so there wouldn’t be much to be saved by giving people wrong mail.
