Because a lunar eclipse can normally only occur at night when the Earth is positioned directly between the Sun and the Moon.
However, I think it may be possible to partially see the edge cases of lunar eclipses when the Moon is just barely above the horizon on the other side of the Sun. (assuming that the observer is reasonably high, and not as sea level)
A better question would be: “So why can’t our weather men schedule cloud free skies during lunar eclipses?” 🙃
