How to Modify This Image?

I am attaching a photo that I would like to replace the Black Bar at the top of this image with a continuation of the sky below.
Is there a simple image modifying tool that I can download and accomplish this???

Here's another version. I used ON1 Photo Raw to crop the image to remove the black bar and then re-cropped using the canvass extension feature on the crop tool. It utilizes generative AI to extend the canvas.

The only thing that I think I notice is the Width to Height Ratio is different and I wanted to replace the Black with additional Sky image.
My original ration was 1.778 Width divided by the Height.
I want to keep all of the existing picture and replace the Black with more Sky.

Thanks for your efforts!!!
I am using IrfanView and Image Mender for my old tools and I know them well but was looking for some new tools that might make the job easier...
I took a look at ON 1 Photo but it costs more than I can afford at this point and also looks like it has a lengthy learning curve. I may try the free test for a month or however long they allow to see what I can do with the software.
