I'm familiar with Scotty the Windows Watch Dog as we hosted the official support forum for BillP (and for a while Bret) at LandzDown. Bret pretty much disappeared after Hurricane Irma (September 2017), and that was that.
I ran the paid version (version 32 from 2014, the last version that BillP had his hands on), and considered it indispensable through Windows 8. The program focused on preventive measures rather than reactive scanning. I never installed it on my Win10 or Win11 boxes. Ruiware's last release was in 2015.
As much as I loved and believed in WinPatrol when BillP owned it, I no longer use it ... IMO it is probably time to let Scotty go. There are now better (and newer) options. That said, it probably doesn't do any harm, and some may find it still useful to detect changes.
