No, just someone not doing their due diligence on a form that requires more attention than your basic forms.
Too many people are too casual when it comes to immigration, visas, customs declarations, etc., and don’t realize that mistakes can cause you to be banned from a country and they’re not careful enough. There are countries which grant visas upon landing and the flight screw hands you forms before you land which literally ask you if you’re a terrorist or have any ties to terrorist groups and I carefully read every question, check my boxes, fill out the words, and then I check my answers thereafter to make sure it was perfect.
