Looking for a Free & Safe Icon Maker

I used to have a Basic Simple Icon program that was handy its long gone and Its no longer available so I have need of a simple one for a few replacement images conversion. ,
I have seen many Free ones offered but am skeptical of downloading one of them.
So I am asking for recommendations for a basic free and download safe one.
The last Windows Update wiped out most of my on screen custom icons and their files. I now see not so pretty Blank White squares.

Simple Icon File Maker is so simple and you do nothing but supply an image.
Its the perfect “DUH” program.
Thanks Kathy I was able to replace and make so much better Icons very easily

That was a major concern and precaution of mine as well with the rampant hidden hacking.

These are 6 from the number of replacement Icons that were created by a simple browse or drag and drop. The only input option was an automatic sizing by selection for its usage

Just download it and see what it does all you get is a simple white page with a couple if commands only and its been a safe download from the posted link

Sorry a bit of crossed miss information the images used do not have to be worked on but they must be image files on your system or networked setup or accessible for browse.
