I worked over a decade ago as a maintenance tech in a boom truck. I frequently had to work on active streets, but I NEVER worked over active traffic lanes. Lanes were blocked by the truck and coned off for a length dependent on the speed limit. Corner work meant coning off lanes in relevent directions and lanes with sign boards employed warning drivers of blocked lanes. Often lane prep took longer than the work.
