It is possible, but the evidence on Reddit (grain of salt, please) suggests otherwise. There are a couple of scenarios. One is that they have have offshored customer support following recent large layoffs and forced retirements. The other is that they are using Canadian companies who are either using Canadian workers whose English and French is not great and the companies are owned by foreign entities who then offshore the service.
Bell and Telus have offshored customer support to India and the Philippines. Customer support metrics are apparently brutal and focused on product upsell for retention. The most egregious (or funny in a warped way) story I saw was an estate executor who was trying to cancel a deceased person’s Rogers service. The CSR said they could not do that and tried to upsell them. Really?
