When I was in the service as the Chief Military Maintenance Base Engineer SSG E-6 and Maintained the Nike Hercules Base the National Guard unit was using the base for Bulldozer operating training and cut the main underground power cable. I made arrangements with the local power company to fix it free of charge. The Civilian base engineer stopped the work to put it out for repair bidding. End results was we had to run 4 Large backup Diesel Generators 24/7 for 45 days straight ,
Burnt 20,000 gallons of Diesel fuel 8 oil changes at 40 gallons each and pay for the not so free repair. It was viewed I did not have the authority State Side to do the or have repair done the same repair overseas would have been under my complete control
Fuel Cost 35K Oil cost 750 Power Cable cost 14K total approximately 50K
So oven repairs out for repair bid was a waste and an inconvenience.
But if at sea the ships engineers would do the repair.
Nothing New about Government stupidity
I mean Why train us to do these services and repairs then not allow us to do our trained Jobs
