The real way to test vehicles is to choose an actual route, with predictable, repeatable driving conditions, and actually drive the thing while taking measurements. If that means building an indoor test track equipped for weather/wind simulations, so be it.
Then, of course, you have to figure out how to make the “driver inputs”, “driving conditions” and “simulated weather” sufficiently unpredictable, or you’ll be back at the same place.
