The law went into effect on January 15, 2025.
More than 20,000 subscribers, and the ISP must offer at least one of the following to low-income people:
• a $15 plan with download speeds of at least 25Mbps
• a $20 plan with at least 200Mbps speeds.

AT&T has dropped their home 5G internet in New York as a consequence of this law.
T-Mobile is offering a minimum plan of their 5G home internet in NY under these rules, capped I believe at 50 GB a month.
