However, 9/11 was perpetrated by foreign actors - there was no PII for American citizens needed. I do agree that data sharing between law enforcement agencies should be as extensive as possible. Law enforcement agencies already have any data on any individual they want - all they have to do is convince a judge that it is necessary. Why on earth should the IRS have access to my medical records? Alternatively, why should the health administration have access to my tax records? Now I know that firewalls between the different agencies could be implemented, but, as we all know, air is the best firewall. I’d also rather have the appropriate agency in charge of how they store and utilize the data they need to perform their mission. Having one mega-DB would limit that ability.

Intelligence agencies need to communicate (but even there, it needs to be prudent).

But as said, there is NO reason for various other info to be put into the same pot—in fact it worsens privacy and creates security risks.

“Don’t put all your eggs in one basket” is an old saying but a true one.

Then, victims can get a bigger pay-out, all at once, via a single class-action lawsuit, making the lawyers a few times as rich.
