It’s still “meat”, so no, not vegan.
Mind you, it may cause a re-examination of ones reasons for not eating meat. If you’re a “don’t eat lovely animals” person, I suppose you could eat lab meat. If you’re a “believe it’s a bad diet choice” person you likely won’t. If you’re a “for the good of the planet” vegetarian, maybe lab meat is ok - depends on its ecological footprint.
As a vegetarian, I probably won’t eat it, because it presumably looks and tastes like meat. I don’t really like the “beyond meat” products because they taste like meat. But then, I’m not the target consumer; it’s meat eaters.
