I don't know but... could it be possible to have a list version of the forum list? Maybe also have this BB forum be at the top for announcements and stuff? Maybe even introduce categories as well? Put Western US ISPs together, Central, Eastern the Canadian.
Also, have a specific rule to allow French threads in the appropriate Canadian ISP forums (Bell, Vidéotron, Ebox, Cogeco, etc.) To encourage people from Québec to create an account, I'd also look to install a French translation into the software. DSLR didn't and I bet that stopped a lot of people from trying to sign up to get their issues resolved because of language barrier.
