More and more of the major financial institutions have a monthly fee if you don’t keep a minimum balance, or have regular deposits, or have an automated ACH payment (payroll or SS or various other retirement deposits qualify, even if small, but not everyone is employed and gets paid by check or direct deposit or has retirement benefits). The number of banks with zero fees and zero minimums with zero required transactions is shrinking (it costs money to run a bank, including a banking account, and banks are not in banking to be a charity), and those remaining tend to have a smaller number of branches (there are a handful of current exceptions, but who knows what the future is for those banks offerings).
The FDIC also indicated that another around 10% are what are considered underbanked, where they do have a bank account, but do not use a bank for many transactions (some may be involved in various cash only activities, or I suppose some do not trust banks and like most of their cash in their mattress).
