they were clear and evident decades ago - the initial RFC that describes NAT back in 1993 calls it a “short term solution” to the IP address space problem. But NAT and later CGNAT worked too well.
If you’re with an ISP that has decided they’d rather give you CGNAT, your only option for ipv6 is to use something like Cloudflare WARP to get a v6 address.
