Historically, legacy plans often needed to be migrated (to the current plans) to get newer speed updates.
In some cases the migration can be easy (sometimes you can even due it via their website, although sometimes chat/call/in-person visit works better), and in some cases the changes can result in losing some other feature or be more expensive (as with everything with Comcast, the answer is always "it depends", as there are just too many location and plan specific special cases).
