Seems like one reason (at least in some places) is questionable profitability for major supermarkets.

I did read elsewhere that there are often dollar stores in those, and they usually have a food section, although with a much smaller offering than one could find in a supermarket.

That's fully understood -- but I think your implied notion is that we (read: residents or govermnent) should do something about that. If so, what? Especially given the Trader Joe's example from NE Portland where the residents did not want it.

Same in urban high crime areas. Supermarkets don’t locate in areas where merchandise is stolen from the store at a higher rate than it is paid for. Plus if they lock everything up then you need additional service clerks to walk the floors just to unlock merchandise. They also want to sell more merchandise than just beer and cigarettes as well. The chain I work for as well as our main local competitor has closed stores in certain neighborhoods due to theft.
