AMDUSER Charter is only using IP for Youtube and Netflix on the world boxes. On Demand still uses traditional QAM.
I am going to guess they had tests and probably realized they were seeing rolloff past 1002MHz due to older taps so they are trying to keep it as close as possible to 1GHz but still using the maximum they can get.
Tbh if they would take a second look at reserving 16 QAM carriers for SDV. Surely they aren't needing that many. I have seen no more than 4 frequencies in use in my area at once going through and looking at the diags menu.
I could see SDV being trimmed to 12 QAMs and they could fit everything below 1GHz.
The biggest effects of this change is cable card users are now required to use tuning adapters/HSC devices to receive the full basic tier. Before there was limited disruption without SDV tuning the diginets of the primary channels on the basic tier.
