ElQuintron It would, but it wouldn't be quick. That would take months to percolate into their economy, and months longer for people to realize that the retaliatory measures are the reason for it to happening, assuming they'd make that connection at all.
If you want an immediate reaction, hit them on oil (they get more than half of their oil from us) or electricity (about 1/3). If Indiana, Illinois, Michigan, Pennsylvania, and New York all have to scale back because they can't get the electricity to keep the lights on, the reaction would be immediate.
