The way I read it, a person can still setup Google Authenticator, YubiKey, etc. So you don't necessarily have to use SMS (and now QR) codes. The QR codes replace SMS for people who haven't enabled something better.
...for users logging in, it's going to be a case of scanning QR codes - for those who haven't deployed security keys, tokens, and the like.
